Reason for BOB Card decline

I've applied for BOB Premier card during September 2022 when their LTF offer was going on. I shared every detail for C2C application but card got declined. I asked them reason. After several attempt, today they sent this reason:

I don't know what does this mean. As for city, I'm living in Bengaluru. Don't know what they meant by this message. Anyone?

I asked them several times. Then received the reason. They reply in weeks. So we've to be patient.

Maybe your PIN code is non-serviceable.

CAC (Cost for Acquiring Customers in Startup abbreviation).

My pin code comes under Bangalore Urban area. I don't think that should be the reason.
