Paid credit card bill using sbi unipay and card used was hdfc bank debit card, the amount was debited, from bank account but was not credited to my card and refunded after 8 days as per RBI this should be refunded with in 5 days want to file the complaint against whom the merchant or bank will i need to file the complaint to get penal interest for delay beyond TAT.
