All international transaction was ON for 3 hours before trying this, still unable to activate it.

You can directly use the card in their pos machine anyway and it will consider as priority pass only .

No , Indian cards registered with lounge key , priority pass will attract charges . It won't comes under complementary visits . If we search indian airports in lounge key app it won't even show if we registered with Indian cards .
