Ye konsa rule hai? Meri city mai to account open hote hi passbook de dete hai. Call branch and ask for customer id. This is the only way other than registering using dc.

As per @Anindya98 as soon as MAB touches 20K. Meaning the application link is available when MAB>=20K.

BOB Mahila Shakti to apply RSDC needs MAB>=20k? for single holder or joint acount holders or for both!
