Cool, you can easily get a pretty great deal:
You can use your ICICI CC to get flat 5K cashback. Apay card is excluded, so use a different card. You can use Corporate discount (https://www.dell.com/en-in/lp/employee-discounts) in case of non-Dell employee to get 3K instant discount, but you would rather want to use the Dell Employee discount (https://www.dell.com/en-in/shop/lp/employees) which will give you a better 5K instant discount, obviously you need the help of a Dell employee here. Also you can use an affiliate site Cashkaro/GoPaise and all, which are giving a 2% cashback right now.
So using all above, your final price for this particular product will come to (((152,490-5,000)*0.98)-5,000)=139,540 effectively. Cross-check my math once and compare to the offline price that the vendor is offering and make a call.
For the 5K Dell Employee discount, if you already know someone in your circle, well and good, else feel free to ping me, can get the discount code via my flatmate who happens to be an employee, but please note that once the code has been generated, it needs to be used else will get lapsed and will waste his yearly quota, so make sure you are serious about buying when asking for the code.
P.S: Just saw the above comment on Student discount (https://www.dell.com/en-in/lp/student-laptop-discount) which is same as Dell Employee discount, can use that also if you are a student (my bad, for some weird reason I assumed people in this community are all employed XD) or happen to know one in your circle.

Just buy dell and other big name brands online either directly from dell or amazon, flipkart, etc.
Do you have more.info about amex us card system and how chargebacks work that you can share?

Filing chargebacks here in India can be risky - an acquaintance did a chargeback on google, for no fault of their own - permenant ban from Google.
Entire google account or just the specific service they chargedback? Like youtube or google ads.

U can get higher variant visa cards which has better reward rates. Diners is also like amex at many places i had issues it being accepted so finally closed it

I totally agree with the Amex cards not being accepted.

It is not that they don't accept. It is simply part of awareness regarding the credit card market.

With other cards like MasterCard, visa, diners and the like, the pos machines are pre activated for their acceptance. However, for Amex one has to separately apply for registration to their network.

Regarding, merchant recovering card charges, yes it is always a burning issue.

Regards,

Amex is running offers to onbaord grocery shops with less MDR charges.
Over few months DCB acceptance have increased largely.Even HDFC ERGO now accepts diners for insurance payments and by default HDFC and SBI POS machines accepts DCB ..Still pinelabs and axis machine needs some configurations

But Amex is way behind even 3 star restaurants in my area don't accept amex

I've found nearly anywhere in Mumbai/Pune that they work everywhere.

Now the issue here seems to be the staff, as soon as I show the AMEX they say not accepted but in several separate occasions in the same places I just kept the card to myself and tapped it once they brought the terminal.

Lack of awareness? Higher MDR?
Who knows but it seems it's more widely accepted than we think, merchants just don't want to swipe them or unaware it works on their terminals?

Amex is not serviceable in my place. But somehow cards are accepted in popular restaurants and bakers in my place. Those are not star hotels, just regular ones. POS machines are mostly HDFC and SBI

Not accepted in other category shops or fuel pumps.

It could be mdr but there is higher MDR for diners, business, commercial and gift cards too. MDR is approximately 2.75% +gst or 3.25% for cards of similar category.

I believe that they don't accept amex because it does not work. They may have tried earlier and failed, so they are not taking now.

Generally, all POS are sold to merchants, saying that all cards will work. If the card doesn't work then they believe that the card is faulty.

Now, it is a registration issue which they are probably unaware of. So, I said awareness.

Hope I cleared up what I wanted to put forward.

Thanks,

I thought Amex is a American company who started giving credit card in India lol so Amex is like visa and mastercard?

Why do offline stores hate Amex so much?

Went to Dell store to buy a laptop some time back hoping to pay using Amex, only for the plans to be hampered as the merchant wanted a 3.5% charge over the bill amount. At this point of time, from my past experiences, I feel these merchants quote any arbitrary rate to prevent people from using credit cards.

I even contacted Amex regarding the same and they told that it is against their merchant agreement to pass on these charges to customers. But, this campaign by merchants against Amex cards seem to have no end. Is there a way an action be taken against such merchants?
Amex charges the highest MDR amongst the card network citing that they have the most premium and high spending customer base (which is true). So some merchants like them and some cannot absorb that level of transaction fees! Given the peentration of amex in India, makes it easier for merchants to not allow amex. If its more mainstream like US then things will change
