SBI cashback reissued fees

I did a transaction in magic pin, card got blocked. Then received ivr. It was in Tamil which I didn’t understand. I cancelled the call. Then new card got reissued with fees of 200.
Whose fault is this and can I get the fees reversed

Just place a request to customer service, charges would get reverse
