Today received a call from Rupay Select CC, they asked to try again. I tried for payment. Payment gateway has been changed to CCAVENUE but the issue still persist. Sent the screenshot again and they will revert back in a few days

This Rs. 354 is not Joining/Annual/Issuance fee of the Debit card. Also the both credit transaction you posted are not 50% discount on debit card fee. In both credit transactions look for dates i.e. 28th Mar and 27th Mar and see the transaction id and match with respective dates in your statement.

Some people have quoted that it can be applied from another branch too.

But since it's a PSU, preference is given to home branch only.
U decide.
