It seem like from 1st may 2023 you need to spend minimum 5k to avail lounge access to avail lounge benefit for next calendar month.

ICICI is better in this case. 5000 in a quarter is needed. Here its monthly.

Actually it should allow free all the quota if u spend 5k in previous month
