surcharge on Cred Education fees

I need to pay education/tuition free using cred by my icici amazon credit card. There's a flat fee of 1.4% from cred's side but i am unsure if icici will also charge a fee from their side like they do on rent payment and transactions done on irctc. I couldn't find anything that mentions this in the fee and charges page of the card but the customer care executive told me there's a 1% charge from icici also for education and govt related transactions
