Tata neu insurance payment charges

My insurance premium 97k
Am using tata neu infinity card on tata neu platform after payment i see my transaction show utility category and charges added 1% +Gst approx 1200
Am asking hdfc bank but bank denied to refund charges after 1 August hdfc card charges t&c change but insurance payment excluding but after payment charges added it's not accepted hdfc bank
