Want change franchise from Visa to Rupay for Millennia

I wanted to change my HDFC Millennia Visa Credit Card to Rupay but the customer care executive saying I can't It can only be with Visa

They have accepted my request to change my Moneyback + to Rupay. Will recieve in few days.
