What is Paypal india registered as in the RBO Ombudsman portal?

I have a dispute to file against Paypal India, but I can't find it in the list of regulated entities while starting a RBI Ombusdman complaint. Are they registered under a different name? or should I raise a complaint in a different portal?

Details of the dispute:

I am long time user of paypal, and used it for international transactions. For all my previous transactions, I was given an option to choose between paypal's conversion and my bank's conversion and ofcourse I always choose bank conversion because Paypal's conversion rate is borderline scam. But for the transaction I made today, I was not given an option to choose between paypal's conversion and my bank's conversion, and the transaction went through immediately after choosing the card. Paypal's support is gaslighting / guilt tripping saying that I choose paypal's conversion, when in reality I was not given an option to choose. I tried doing the transaction again up until the last step to check the truth and as I said, there is no choice given. I recorded this as evidence and I think it is good enough to win a case in RBI ombudsman's portal but I can't find Paypal in the list of regulated entities. Is it registered under a different name or should I raise a complaint in a different portal?

PayPal is not a financial institution, rather a payment processor. It is unlikely you will find details for PayPal on RBIO. PayPal is actually restricting users from choosing currency conversion by card issuer for auto pay payments. I still see them when I need to pay manually.

Oh, thanks for the info. But they should be upfront about the automatic Paypal conversion. While registering for bill payments, I just see the amount in USD, there is no mention of any conversion. This is a big transaction, and I have lost ~2000 due to the shitty exchange rate by Paypal. Is there any other portal that I can raise this issue?
