They do not. For example, Priority Pass usage is chargeable with most cards within India whether it is at a domestic terminal or an international terminal. Lounges are listed separately based on terminals like Encalm Lounge domestic (terminal) and Encalm Lounge international (terminal). This is no different than Encalm Lounge Terminal 1 and Enclam Lounge Terminal 3. All lounges anywhere in India are treated as domestic lounges. Only difference is that free alcohol is served in international terminal lounges. That's just an amenity.

It may be considered domestic, however the cards providing domestic access mostly don't work there. The Lounge providers don't list them along with other domestic lounges. Why So? Example - Axis Magnus Credit Card doesn't get access to any lounge on international departure side..and there would be more such cards..

I might even use PP via Infinia, as that works within India too ( have tried few months back myself on domestic departure side too - when card issues were there for lounge entry)

AXIS Bank and YES Bank has reduced the number of lounges in their list. Whereas, other banks, such as BOB and IndusInd, provide cards that offer a greater number of domestic and international lounges within India.

paying cc bills is counted as spend for Axis DC? Coz for HDFC DC they have mentioned clearly card payment is not counted.

You are NOT outside India after immigration. If you commit a crime, which police would arrest you? It would be the police from Delhi, Bombay etc. Which court would try you? The court of the city where the airport is located. Which laws apply in that area? Indian laws. Why this misconception? All parts of the airports in India are within India and all lounges located at any airport in India are domestic lounges. International lounges means a lounge abroad like in London, Tokyo etc.
