Which bank credit cards refund Forex charges + GST on cancelled transactions? Or at least do not charge Forex charges + GST on refund amount?

Recently, to my dismay I understood that cancellation on international transactions does not imply refund of Forex charges + GST. Furthermore, many banks charge Forex charges + GST on the refund amount too. So, for a generic credit card with 3.5% + GST as forex charges, we might end up losing 8.26% of total amount paid (2 X (3.5+0.83)) in case of cancellation.

Which bank credit cards have somewhat beneficial policies regarding this?

ICICI - No refund of Forex, GST + Forex charges on refund too - Coral - 8.26% loss

Axis doesn't, Citi was.. not sure about citi migrated cards

HDFC refunds the FCY / GST charges on cancelled transactions and have received them in the past.
