seems 10x (2%) and 20x (4%) is limited to only few categories like dining, utilities & groceries. for rest its max 5x (1%) only. for utilities and groceries there are better options with 10% cashback. for others also, there are many options for 1% or more. quarterly milestone benefits are extra.
If I understood it correctly, if we apply for spark20 (which has a monthly cap of 7k cashpoints) and do tax payment through it, (for which we will receive 2x15 = 30 cashpoints per 200 spent) then maximum amount to reach the limit would be Approx ₹46,666/-.
Am I correct?

Airtel gives 10% on utilities through the Airtel thanks app but it doesn't give any thing for MCC 4900.
I think DBS Spark will give you 4% for MCC 4900.
But recently I paid govt test fees on NPTEL website which is govt owned. But I got neucoins for those 2 transactions too. So it depends on MCC code which they are reporting.
