Since this is "Access Fee", that means it will be applied to non cash transactions such as balance check, or transactions that have been cancelled as well?

Not sure of balance enquiry. The video I saw (screenshot taken from that video), the atm was charging flat 20k laotian kip for withdrawal.

Yes, that is a separate fee, not the ATM Withdrawal fees.

So do you have any general idea for best debit card for withdrawing cash abroad?

I use IDFC WOW with flat fee 236 and topup for more cash.

I don't use Indian cards anymore, I use Wise, till that, I used to use ICICI Rubyx DC for ATM withdrawals... If you can, you can look for Revolut Card, they launched in this GFF. So hopefully it should be generatelly available by end of this FY.

I used SBI JCB platinum rupay debit card to withdraw 500 MYR. No extra charge, not even from bank side. I did transaction in an atm in Pavilion mall, Kuala Lumpur.

HSBC is free. Not very sure, but I heard amana bank, commercial bank are also free. If you go there, please confirm this.

Sri Lanka Update:

Commercial Bank is free, no ATM charges. LKR 200,000 is maximum per withdrawal.

I heard their nationalized banks (Bank of Ceylon, Peoples Bank, National Savings Bank, etc) are also free and some of their ATMs offer LKR 300,000 limit, but their ATMs were always very crowded hence didn't try.

Did not see HSBC or Amana ATMs anywhere nearby.

Lastly, Rupay - JCB acceptance was very low, even at Commercial Bank ATMs. Carry Visa / MasterCard or do LankaPay with UPI.
