AFAIK, blocking the card works. I will do it in September.
Visited the branch today for some work and asked this question as well. They said that blocking it from the app is sufficient, and no charges will apply in future.

So, app se hi karlo no issues.

Every bank manager make their own rules and customers have no option but to follow them to get work done. Will keep in mind from next time..

Yes, that's pretty common in PSUs. But in your case, what if you had lost your debit card or someone had stolen it?

They would’ve told you to block it using the app anyway, since you wouldn’t be able to recover the physical card 😅

Lekin you told them to close DC by visiting physically, so they asked for the formalities ¯\_(ツ)_/¯

maaje leeraha tha..bhai ka BM aur kuch nahi.. faltu ke apne hi rule banate ghumte hai BM

You can always ask him to show their circular where its mentioned whatever he claims. I don't think a BM has any authority to make any banking rules, except which branch employee sits on which desk or where do customers park their vehicles in the branch.
