International transaction successful despite being international transaction being off

if it didn't, then temporary block should work. But what i know is, mastercard is pretty strict with international transaction, last week I was declined 3 times for same transaction, first for disabling international, then for limit, and 3rd time, received a call asking me to approve the transaction .
