Guys I am traveling form manila to delhi via singapore and have heard that singapore allows us to visit city for 4 days without Singapore visa if we have japan and us visa. Have anyone used this method in Singapore.

You don't need visa for stay upto 96 hours. Conditions are that your Japan/US visa must not be expiring in next one month. And the Japan visa should be multiple entry.

If you have single entry Japan visa then you can't enter Singapore on the return leg from Philippines. If you have multiple entry US/Japan visa then no problem.

To use VFTF, either you need a multi entry visa or a single entry visa (single entry only alowed for the return leg of the journey after the visa has been used up)

No, Japan single entry works on the return leg.

For OP, same thing with any country, if it is a single entry, then the return flight needs to originate from the country of visa for which VFTF is taken.

If single entry then the flight should be directly from Japan to Singapore, not via any other country.

OP said he will enter Singapore from Philippines using Japan visa. So I said it should be multiple entry with at least 1 month of validity remaining, otherwise Singapore won't allow entry. As OP mentioned he won't take direct flight from Japan, I said the visa must be multiple entry.

One has travelled to Japan on this visa

How did you acquire a multi entry japan visa?
Have you been to japan or G7 countries before that?

Nope, applied last year summer through atlas, followed their procedure, they ask to keep high balance on bank statement, kept that and submitted documents to atlas, they did the rest and sticker visa was delivered with 5 years validity and multientry.
Applied again this year for a friend through atlas, same procedure and got 5 year multientry again
