Apay wallet only option for loading money via dc & transfer it your for free!(they usually also gib cashback).
Why risky ? Amazon wallet full kyc is best option and use Amazon wallet UPI to bank transfer or credit card bill repayment.
Risky ! Because if Amazon get blocked due to heavy load DC & transfer to ac you won't recover all cashback get vanished.
Any other best alternative for millena DC 1 % upto 400 now it seems unable to utilize kindlythroughsome limelight @VISHESH_BANSAL .
LOL, you trust paytm wallet but you dnt trust Amazon wallet ? All wallets comes under RBI license.
And why you want to load 40k in a single transfer.
load in 8 parts na 5k*8 times. I dnt think so any minmum transaction restriction.
load 5k, spend and load again 5k.

another trick you can enter Axis bank CC bill payment UPI id and pay - Pay your Axis Bank Credit Card bill instantly by entering the UPI payment id as: Cc.91 <Your 10 Digit Registered Mobile No.><Last 4 Digits Of Your Credit Card>@Axisbank
Few other banks also have their own UPI ID for cc bill repayment.

Yes it risky for me it linked with Amazon icici if it looses this will disaster even Amazon won't listen to violate seems they stopped insurance payments from cc for paytm it self is payments app so there was no issue will try but won't go for large payments via this mode expected less than 5k seems serious.

I think The reason they stopped insurance payment on Amazon via cc because many insurance companies TPA changed resently .
Unable to fetch bills for the Oriental insurance, united india insurance

Recently checked now paytm enable direct dc payment option if i pay with millinia dc will attract cashback i tried to check mcc code below link of exclusion catagories but i am not aware correct mcc which is used by paytm for cc bill pay as previous this dc option disabled but wallet reload working now this opposite situation. @TechnoFino
