Fuel surcharge on Rupay credit card UPI payment.

Hello friends,
I purchased a building material worth 41K and paid using a BOB snapdeal Rupay card by scanning the QR code.
But later realised the merchant QR code of his Indian Oil Petrol Pump QR code.

My question is, will BOB charge me a fuel surcharge on this payment of Rs41200?

and mostly you wont get surcharge waiver as well as for waiver transaction needs to be below 4k for most banks

becs of I did not realise it before making the payment, lene ke dene pad jayenge abh , points bhi nahi milenge, merchant was smart and i am dumb

I used my SBI SIMPLYSAVE CC on UPI to pay fuel of 200 INR.
Now its showing 211.80 in unbilled transactions.
Does it mean that i have been charged like using Physical CC?
Is every non fuel CC charged like this?
