Cred mobile recharge changed mcc to govt serivce?

I recently did a mobile recharge for my bsnl no using cred. sadly it showed up as govt services in my card statement which means i don't earn any rewards. was it always the case that mobile recharges were under govt services. or is it a recent change since i take the one year pack i don't often follow which is the best place to do recharges.

the bigger question here is why are you using bsnl

my main sim is Airtel
BSNL I got coz my parents were pestering me saying BSNL is govt backed so it will have better service. we all know its current condition. reason for not closing is again my parents call me exclusively on it so yea. it is also the reason why i take cheapest yearly plan on it is its only used for incoming. i call them using Airtel!
