All Atlas cards have free lounge access without spend requirement regardless of your tier.
Silver, gold and platinum tiers only determine how many domestic and International Lounge access you will get.

So even if you have not spent a single rupee on your Atlas card (never mind 3 lacs), you will still get both domestic and International lounge access (the minimum for silver tier)
That's is no where mentioned in the Axis Website. I am trying hard to get the documentation/proof. Do share it if you get hold of it.

The way I read what is mentioned on the website/portal is
  • For lounge access you need to be in Silver tier
  • Silver tier starts at 3 Lacs spend minimum
  • For the initial year (as Axis started the tiered system lately), everyone is in Silver tier.
That's why I am skeptical!

just slash Atlas card at any domestic lounge and see the charge.

Read my third bullet point. That is the answer why it is working today.
But really if you can't spend even 3 lacs on Atlas, you should not be having it.
Because on 3 lacs spend, it gives more than 5.66% return on almost everything online and offline, and more than 11.66% on hotels and flights

Agreed.. You shouldn't be having an Atlas if you are not able to spend 3L after all the exclusions Axis have on it. 🙂

Any ways, the conclusion for this thread (Airport Lounge Access Without Spend Criteria) is
  • Axis Atlas has a spend based criteria for Lounge access
  • Instead of a quarterly criteria, you have an yearly criteria; which is more flexible.
