What if you are not Silver Tier i.e., haven't spend 3L for the preceding year?

n.b. For the first year, you are automatically in Silver Tier. Don't consider that.

All Atlas cards have free lounge access without spend requirement regardless of your tier.
Silver, gold and platinum tiers only determine how many domestic and International Lounge access you will get.

So even if you have not spent a single rupee on your Atlas card (never mind 3 lacs), you will still get both domestic and International lounge access (the minimum for silver tier)
