You can get first Platinum Travel using someone's referral. Wait for cooling period which should be 3 months & then apply for MRCC card via some referral. Other way also works fine.
You can apply within 3 months as well since many people have got both within 30 days.
I got my corporate green card & MRCC (with referral) within 2 months, so you can try earlier as well.

I don't think there is any last date as such for referral program.
There was a offer that you also get AMEX playing cards with referral benefit - last date for that was 31 Oct.

Generally AMEX are very fast in services. It shouldn't take more than 3 days.

First go for mrcc, within a few months they'll give you option to apply for platinum travel

In my case, they approved it but did not receive any notifications. There is a SMS notification that generally comes saying your email or data has been updated, which means you have it approved. If you are not getting any messages even after 2 or 3 working days, call the support to get the status.
