I think it's only for the card you receive the offer but try enrolling. There should be a drop down to choose card on enrollment page.

It is only for the card that you receive the offer on, can't be enrolled using another card!

which amex card do you have? i have the amex plat travel and i am getting 20k voucher on spends of 7,00,000.
