Does the number of enquires in the past 3 or 6 months have an impact on the approval / rejection of amex cards?

I recently applied for gold charge card and it got rejected (cibil 751 and in serviceable city, Net annual income 8 lakh, salaried) had 9 cibil enquiries in past 2 months.

I wanted gold charge card, what would be the criteria for the same.?

Application rejected: December 23rd.
