This has been the same case for rbl with sbi unipay this month for me also. I tried 3 times this month all failed and was refunded automatically to account after 3-4 working days..

3 days ago I opened axis liberty ac and got instant kit with a debut card. Today is Sunday if a do 10k transaction with that normal debit card will I get rs 500 for September month?

You can use sbi unipay ,both dc will fetch rewards
 
Is there any rule like I will not get reward points if:
1. I pay Indusind credit card bill using Indusind Select signature debit card?
2. I pay HDFC credit card bill using HDFC Platinum debit card?
3. I pay SBI credit card bill in SBI Unipay?

No restrictions like that...
But sometimes you will not be able to pay sbi cc bill via unipay if you logged in.
So thing is just do a quick pay and pay sbi bill

1,2 no restrictions at all. Only thing is you need to pay via unipay or setu to get reward points.

Your debit card bank will pay to unipay or setu and don't care about what you are paying.
