For upi? Many. You can even pay many cc by gpay bhim by entering upi id of credit card.
For Debit card
Just read your comment and checked my paytm. Really just now seeing zero charges to pay CC bill using DC as well as UPI.
Still many. Use park + if you have 6-7 days and amount less than 30k. If bigger amount cred cheq

They have a lot of competition. Remember how cheq removed the fees on bill payment. I don’t think most of them will levy fees in near future.
No. I don't have any IndusInd or RBL DC. when I complete 75k on HDFC Platinum DC, I use SBI DC to pay my CC bills.

If you are using mobile app try through netbanking. I too faced same problem with mobile app, but it was paid using netbanking !!
