BOI Charged for Rupay Platinum Card Issuance Charges

I opened new Bank account for My Brother and applied for Rupay Platinum Card and they charged 250+GST as Issuance charges.

As I know they shouldn't because my other account never charged for Issuance and neighbors charges AMC for 1st year, then why this time they deducted that charges?

They have revised their charges. Now issuance fee is too charged.
