Chargeback - Merchant not refunding, Axis Bank unable to help

Hi people, I have raised a chargeback request from Axis Bank for a merchant Nice Maple furniture. The merchant is blatantly refusing to refund the amount, even after 2 months of order cancellation due to damage of product during transit. The order was canceled from their side. They provided a false RRN number also. Raised chargeback to Axis Bank PNO directly and it's been almost 30 days which they ask for issuing the chargeback. No updates from their side at all. They provided a temporary credit, but reversed it after 2 weeks. If the merchant has asked his bank to decline the chargeback, then the matter will go to investigation which will again take 3 months. Worried about this issue, as Rs. 22,000 is stuck with this fraud company. Requesting your support on how do I proceed in such cases, or if someone has faced similar cases and got the refund successfully, kindly share your experience. Thank you!!
