Citi Application Decline Reason - explanation if any?

I got the reason for decline of my Citi Credit Card application as "the particulars provided by you do not meet our internal guidelines". Can anyone with similar experience explain what it is?

My application was also rejected. My work city and my residence city was different. Both had different pincode. I guess, for thta reason they might have rejected my application.

I dont think so. My Residential address and Office address are only 3 km apart.
