Citibank Credit Card got rejected for duplicate application reason

I recently applied for a Citibank credit card and post video kyc there was no update. Today I checked with Citibank customer care and as per them it is rejected due to duplicate application. Where can I escalate this issue?

First, try to solve the issue with customer care, If you haven't applied 2 times then this is done by some agent or technical issue.
If not resolved then escalate to nodal and PNO.
