You can always pay the bill, there is no issue at all there..

but to understand how it works, please find out these facts with CC..
when will be your monthly bill generation date and due date..

As I said before, I am guessing
You opened your account may be after 17th of last month or even a few days before 17th of Jan and you spent about 6K after opening the account.
In this case , what generally happens there wont be any statement for Jan17th and your first bill will be generated on Feb17th...
coming back to Feb4 th due date, had your Jan 17th statement was genereated , it would have been Feb4 the due date..

But still I can't accept the fact that it was rejected due to the agent's mistake in September and they didn't care to reconsider even after multiple emails.

Zero bill is for the spends of previous month.

Card is considered activated when you make PIN or do a transaction. You must have generated the PIN but didn't do any transaction in the previous statement cycle.

I'm guessing your bill generation date is 14th or 15th of every month.

You must have spent ₹6878 after 15th Jan, for that bill will be generated on 15th Feb.
