Fractional Cashback - ESP Debit Card

So I paid a bill of 4061 using hdfc billpay two days ago and received a cashback of 40.61, was this always the case as I have never made payment which were not in multiples of 100 before.

Yes. You will get cashback in fraction if amount paid is not round figure.

And on redemption do they have to be multiples of 250 or any amount above 250 can be redeemed at once?

Muliple of 250. So if you have 499 points you can only redeem 250.( am assuming by esp debit card you mean hdfc's easypay platinum debit card)
