HDFC RBIO complaint not progressing further

I had a Diners Black Card (since upgraded to Infinia), and I found that HDFC was charging me extra for some forex transactions. I sought information and one one email they admitted adding 1% extra and fudging the exchange rate on my statement.

They refused to provide any resolution so after 2.5 months, I raised this to RBIO. Now, they have come back saying that since your card is upgraded, we cannot do anything and we can offer you vouchers of 3000 ( in denomination of 500) even though I have rejected this offer multiple times on call and email.

this is their reply:
We have taken note of your comments expressed on our services and we assure you we are taking steps in this direction to avoid such instances in the future.
Our concern unit had given the voucher worth of Rs.3,000 for below-mentioned brands in denomination of Rs.500.
1. Tata Cliq.
2. Book My show or Ola
We request you to revert to us with your acceptance to process the same.

How should I proceed? Because the bank had inadvertently admitted to these additional charges, I want compensation. On the RBIO form I had put 1L but obviously I am open to negotiate, however the bank is not moving beyond the amount that was disputed and that too not a refund but vouchers..

Please advise.
