July .. Rajasthan has best weather.. ( hot but not humid)
Even if monsoon hit early .
Due to el nino this year.. there will be delay In Rainfall..
Unless we get really hot summer which is unlikely .

Or if u like greens .. look for karnatka .
Kerala & tamil nadu will be too humid if not hot or rainy..
Or else go up .. explore uttrakhand but then the tickets won't be fully utilised.

I will still say try cheap ticket from Chennai or Kolkata to Vietnam or Thailand & fly to Kolkata/Chennai from there 😁

How about Kerala? The calm rivers and canals there.. also you can ride in a houseboat, see lots of greenery and taste yummy food...
Goa is also a great option if you're craving some beach time and want to experience the monsoon season by the sea..
 
Kerala or Coorg (my dream destination). Kerala Backwaters & Munnar is amazing. Coorg is the "Scotland of India," however, it will have limited points redemption options.
 
In July, given places feels great for a trip...

Ladakh: You can enjoy landscapes and monasteries.
Kerala: Here It's all lush greenery and backwaters in the monsoon.
Goa: It offers off-season rates... so you can easily enjoy less crowded beaches haha.. I enjoyed casino in panjim (Its legal xd).
Himachal Pradesh: You can explore hill stations like Shimla and Manali.
Meghalaya: It is a must visit if you like hills and stunning waterfalls.
