Can anyone tell what are the excluded MCC's in One card for accumulation of reward points? I couldn't get any document listing excluded categories.

If no categories are excluded, 1% cashback mil sakta hai on wallet load and govt payments.

It's present on the onecard website itself.

Read the tnc of the issuing bank of your onecard you'll get the excluded categories.
