I paid my HSBC bill on 19th and it says successful on Park+. However, till date I don't see it credited. The previous payments also took 3-4 days but the date reflecting was the date I made payment.

It does take a while for park+ not to worry but the date you pay wil be considered as the payment date

I was frankly surprised to see the rewards for government MCC payment. I have received it although I am yet to use it. aren't these rewards statement adjusted similar to wealth CC ?

Yeah Payments via Parkplus, Bajaj Finserv, Indie & HDFC Billpay are pretty slow. They use Billdesk service which takes almost 4-5 working days for settlement.
