Not necessarily. I'm located in TN and I'm getting connected to BOM (Mumbai). If TF had a pro plan - I would be hitting MAA (Chennai).

You can't say with certainty with every network provider, sometimes I get Singapore, sometimes EU, UK, etc. Of course I'm not saying via India isn't possible but most of the time it's random foreign countries

Yeap, that is from where one will enter the Cloudflare network, but when I ran complete traceroute on this, it still ended up getting to the US only, that leads me to believe that the proxy servers are in the US for free plan... Pro plan would have multiple edge proxies...

Cloudflare is anycast DNS so IP that you see should matter much, it will connect to the close PoP.
