Query - Credit Card for Insurance & Government Payment in Below List

I hold the below-listed cards. I have significant insurance payments coming up. It'd be helpful if someone could help me with the best spend-reward ratio here.

Axis Atlas
SBI Prime
IDFC First Select
HDFC Tata Neu Plus
ICICI Sapphiro
Standard Chartered Rewards

SC, IDFC - 0.5% for govt.
APay - 2% for amzn app insurance payment
TataNue - upto 5% for tatanue app insurance payment
Apay - 1% for other insurance and some govt.

When I’m trying to pay for insurance on the Tata Neu app, I receive a message saying that Tata Neu card isn’t available for this transaction. Any idea why this is happening?
