RBI guidelines for dispute transaction charges

I have a transaction which i have created a dispute at bank's end and it has been resolved in my favour and i got the refund.

Now there are few charges levied for this disputed transaction, which are not yet reversed by bank.
As per RBI i have the right to get those charges back right?

Yes, if you won a dispute, no charges are applicable
