On 15 September 2025, RBI issued updated guidelines under its “Master Direction on Regulation of Payment Aggregator (PA)”.
The new rules say that a Payment Aggregator (PA) can only process payments for merchants/recipients with whom they have a contractual relationship and who meet full KYC (Know Your Customer) requirements.
This effectively removes their ability to process payments to any landlord account.
The likes of PhonePe, Paytm and Cred have already discontinued their rent payment services.
Is there a silver lining? Any method of rent payment that can still be used?
