Reopen auto closed bank accounts with minimum KYC

Can bank accounts that were opened with minimum KYC and then auto closed because of failure to do full KYC within the stipulated time, be reopened or reapplied as new user? Or are such users banned for life?
Bank accounts like NSDL Payments Bank or erstwhile Fincare

You can open offline.

fincare has offline branches + franchises i think.

I had open Kotak 811 account, and later it was auto closed. They clearly denied to me that this account can't be reopened.
