Spends counting in FY

Hi Guys,

Usually people say not more than 10 lakhs should be spend in a Financial Year.

Just for an example suppose Bill is generating on 18th of every month and if i spend 10 lakhs on 31st Mar, can i spend 3 lakhs in early April?
Will only 10 lakhs be counted till 31st Mar or 13 lakhs will be considered in FY23-24 as the bill will be generated on 18th April?

I guess it's not spent but paid(10l)
