Tata Neu infinity 1.5% cashback mislead

I have Noticed that Not every upi transaction give you 1.5% cashback even scanning through tata neu app and using Tata neu infinity credit card.
upon checking with customer care, some transactions were calculated wrongly (Ticket raised), some transactions are ineligible

That's what in UPI what type of txns are excluded? Like fuel payments for example?
