UPI Scan & Pay Surcharges on Fuel transactions: Experiences with Different RuPay Cards

On 18th January, I purchased diesel worth ₹21,500 using my ICICI Amazon Pay credit card. The final statement showed ₹21,753.7, which included fuel surcharge and GST.

Later, I noticed these transactions:

1. Fuel Surcharge Reversed (₹215.14 credited)


2. GST on Surcharge Reversed (₹38.73 credited)


3. Fuel Surcharge Debited Again (₹214.93)


4. GST Debited Again (₹38.69)



This raises important questions:

Why was the fuel surcharge and GST debited again after being reversed??

If both were fully reversed initially, what is the reason for re-debiting the same amount?

Is it a system adjustment, a technical error, or standard practice?


I am confused (new to ICICI CC). Have anyone faced a similar issue? Share your thoughts or explanation in the comments below!

I use my SBI BPCL cc 99% for fuel
As recommended by others i used ICICI CORAL & TATA NEU PLUS through upi for ₹150 and i was not charged anything more than that.
I like these cards as backup in case fuel stations face network issues in POS

This was not about getting the surcharge back, just to clear the confusion.
I have a HDFC Rupay card and there are no surcharge when I purchase fuel of any amount.
This time I just wanted to try the my new ICICI AMAZON card.

In my observation from various inputs major banks of fuel UPI Transaction by QR code

here keep in mind that Surcharge will reverse like 400 - 2000 Rs value varies bank to bank but GST will not reversed.



A. No Surcharge incl GST

1.Hdfc Tata Neu & money back plus Rupay

2. ICICI Coral rupay


B. Surcharge with GST (even below 100 Rs)

3.All BOB CARD - 1 % Of amount + GST

4. SBI Simply Save Rupay - 1 % Of amount + GST (even below 100 Rs)

5. Indusind Rupay Platinum - 10 Rs + Gst (even below 100 Rs)

6. Kotak Rupay - 10 Rs + Gst

7. IDFC Rupay VC & other Card - 10 Rs + Gst (even below 100 Rs)

8.Yes Bank - 1 % Of amount + GST (Kiwi as well )

9. Axis Iocl Rupay - 10 Rs + Gst

Federal Wave Rupay
Tata Neu Infinity Rupay

For all these 3 cards, it is exact 1000 I pay and 1000 in the statement. Not even 1 paisa less or more anywhere.
(Maybe I am lucky or like you told many pumps use some other MCC).

Earlier I had told for ICICI they charged surcharge + GST, but I checked older statements now, even for that, nothing was charged extra. It was exact 1000.

Only during physical card swipes, they charged surcharge + GST. On UPI scans, it is not there.

Axis Iocl Rupay cc UPI - no charges or surcharge will refunded, if above 400 transaction and also 4% fuel reward.

Simplysave charged me 10 + GST for fuel <200

Was it the same different POS?
Maybe the difference is due to acquiring bank.
I had a similar but different experience- I had fuelled for ₹1000 using hdfc millennia CC from 2 different pumps. PumpA charged only surcharge and reversed it, pump B charged surcharge+gst and reversed the surcharge only.
I know it's not the same thing we are discussing. But just highlighting how these things can vary between pumps and maybe between POS machines in same pump

No, my bad, I was talking about paying on Petrol Pumps via QR using Rupay CC on UPI.
