Which bank offers Rupay Select Debit Card

I want Rupay Select DC as it can be used for international lounges too.
I have account in HDFC and Axis but then have max variant of Rupay Platinum.

IDFC offers rupay platinum (firstap) for zero annual charges and 99 issue fee.

Note: the 99 fee was not charged for my zero balance account.
