What is the cutoff time for Axis Magnus milestone? For example, if I do transaction today on 31st Dec (multiple transactions totalling 1L), will I get milestones for Dec or Jan? Is it a transaction date or settlement date?

Transaction date. After settlement also the date reflected on your transaction will always be the real proof.
