As I got 100 plus dms so sharing it here.
The trick which worked for me is I never has dc saved and every time had to enter dc again. This time when I entered visa dc I got the payu gateway and merchant name www.phonepe.com
So for you guys if you have dc information saved remove the dc and re enter never save always reenter and it might work for you. Thanks pls comment back who so ever got it working.

I've never saved the card, and yet I don't get that merchant name. No luck here.

Same, tried without saving the card and didn't get eligible merchant and for visa dc 0.3% charges
